Agreed. For example, you could assume that there is going to be a 30 second increment, and ask what the ideal starting time would be. For someone just taking a glance on this thread, the numbers would mean nothing.

Suppose that FIDE decides that every single game of chess must be played at a time control of:
[ K x N minutes ] + [ N minute increment per move]

Where N is just a variable, and K is a fixed constant.

What would be the best value for the constant K ?
(K must probably be superior to 20 and inferior to 600)

In other words:
What's the best ratio between the total time and the increment time per move ? (both expressed in minutes)

For example: For a game with a time control of 65 minutes + 30 second increment per move we have K = 65 / (30/60) =  65 / 0.5 = 65 x 2 = 130


Note: For complicated reasons which would take too much time to explain here, please do not take into consideration the roundness of numbers. So don't just go for K = 100 merely because 100 seems to be a very round number.
