Take a look at pgn4web

http://pgn4web.casaschi.net/home.html

This supports a pgn file of the whole data, although you might prefer to make the file available for direct download as well as play through. That's easier for those who collect games from lesser known tournaments.

I have a slew of pgns from recent local events, and I'd like to make them available on our state association website. Ideally this would be (a) in replayable format via some kind of flash / javascript / silverlight plugin, and (b) directly downloadable as well. Can anyone recommend a solution which fits these criteria? Thanks in advance for any help!
