3...Bf5 intending ...Nb4 looks mildly annoying to me.

I discounted ...Nb4 because of Na3, but it is worth analyzing. Letting Stockfish have black I get 1. d4 d5 2. Nf3 Nc6 3. b3 Bf5 4. Bb2 Nb4 5. Na3 e6 6. e3 Nf6 7. Be2 Be7 8. O-O O-O 9. c3 Nc6 10. c4 Nb4!?. White may not have much, but at least black is not getting in ...e5.

Sharper is 5...c5 with the idea of ...Qa5, but Stockfish thinks 6.dxc5 is an edge for white.

Edited:
After 1. d4 d5 2. Nf3 Nc6 3. b3 Bf5 white can also play simply 4. a3!?, similar to the 4.a3 of the game.

Looking at the game's 3. e3, after 3... Nf6 4. a3 e6, instead of 5. Bd3 white could have made black work a little bit harder to get in ...e5: 5. b3 Bd6 6. Bb2 Qe7?! 7. c4.

3. b3 has some virtues compared to 3. e3, in particular after 3...Bg4. A line suggested by one of my apps goes 1. d4 d5 2. Nf3 Nc6 3. b3 Bg4 4. Nbd2 e6 5. Bb2 Nf6 6. e3 and here black has tried various moves. But again, white could consider 6. a3!? and perhaps 7. c4 before committing to e3 (or even g3!?). I don't know if white is getting any advantage, but a Colle-Zukertort player might be comfortable here.

The Nimzo style move of .. Bb4 isn't possible either.

...but it's possible to reach known stuff from the Nimzo, e.g. 5...dc 6. Bxc4 Bd6 7. Nc3 0-0 8. 0-0 e5.

The game started:
1.d4 d5
2.Nf3 Nc6
3.e3 Nf6
4.a3 e6
5.Bd3 Bd6
6.Nbd2 e5

Perhaps abandoning the attempt to play a Colle structure in favour of normal play by 5. c4 is better, once Black has locked in the light square Bishop. The knight on c6 blocks both the solid .. c6 and the counterstrike ..c5 whilst pressure on d4 is countered by Nf3 and e3. The Nimzo style move of .. Bb4 isn't possible either.

Hi ham204,
I liked to play 3.e3 and if not 3...Bg4 then 4.c4. But you asked about the Colle-Zukertort, so now I am wondering why 3.b3 would not "clamp down" as you are hoping for? White's development scheme is obvious. Maybe black can jazz it up with 3...e5!?.

Is another move order preferable?

Well, yes, 3.c4. But I suppose that's not what you had in mind.
But according to my databse 3.e3 scores almost as well. Unfortunately you didn't give the exact move order. So I have to speculate.
a) 3...e6 4.c3 Nf6 5.Bd3 Bd6 Kozlov-Lukash, Konakovo 2014.
b) 3...Bg4 4.Be2 e6 5.h3 eg Kharlov-Novikov, RUSch 2005.

Insteadl 3.Bf4 Bg4 4.e3 is to be considered.

Is the Colle or Colle-Zukertort viable against a Chigorin like 1.d4 d5; 2.Nf3 Nc6?  My opponent played a quick ...Bd6 and  ...e5 not giving me time to clamp down on the e5 square. Is another move order preferable?
