If 14.Bd2 I advice for Black the transposition: 14...Ng4 15.Ng3 Qe7!? and after 16.Bb1 to be tried: 16...e5!  or (if you like risk and fun) 16...Nxd4 17.Nxd4 Qh4 18.h3 Nxf2 19.Rxf2 Rxf2 20.Nf1!! and here Karel Mokry gives advantage White in the game Kupreichik-Chernin,URSS 1984 but I don't believe it and I think the knight sacrifice for 2 pawns is good.

There are some new games played by Tiviakov in the variation with the line 13.Rc1 and with the reply 13...h6.

Great question is "when must h6 be played"  ? One answer may be when White has not the move Bf4 to exchange the dark square bishop. If 13.Rc1 Bd7 14.Re1 (following Tiviakov advice in NiC survey) Qb6 15.Bf4 Bxf4 16.Nxf4 Ne4 unclear ; and I have not found a better move than 14..Qb6. If 14..h6 15.Bd2! Qb6 (15...Ne4 16.Be3) 16.Bf4 Bxf4 17.Nxf4 targeting e6

My understanding of that post is that the data will eventually be transferred to a new server.  This shouldn't result in anything detectable by forum members (apart from a brief shutdown).  In particular, I think that material posted between now and then would be saved, so I'm not sure that's a reason to delay posting.  Perhaps someone should query the admin for more information.

It has been roughly 2 years since your last post in this thread and I am curious to know if you still stand by the variations you gave, such as 13. ... Bd7 or propose different lines.

Have you looked into 13. ... h6? Which is actually what I am playing.

I have just received one free NiC (Newinchess) sample...
It's written in small font (the good size for Mini-Me character in Austin Powers) but I read one "serious" paper from Tiviakov about Tarrasch Nd2 and his system (Nd2!) and one "less serious" from nicknamed Thunderbunny (at the beginning of the sample) about one "hobby-horse" variation.
Tiviakov claims that Ng4 recommendation is bad, but I will be interested with future topic discussion about Ng3-g6 (and more comments about Tiviakov-McDonald,Bagneux 1991). In the sample, I learnt that the right move is 21.Bb5 (rather than 21.Fc4+ in my first post in current topic).
At the end, you can read Glenn Flear survey, and I admit, I am curious about the result about the battle Nunn-Kosten in the Latvian...(play or not play hobby-horse variation? that's the question)
