Looking at the analysis in the game 
Tikhonov, Jury-Novitsky, Dmitry from Ruslan's most recent update, it looks like White can get a really big advantage after (in the notes to 21. 0-0-0) instead of 24. Bd6+ forcing a draw, 24. Rd1. 

1.d4 d5 2.c4 c6 3.Nf3 Nf6 4.Nc3 e6 5.e3 Nbd7 6.Qc2 Bd6 7.g4 dxc4 8.Bxc4 b6 9.e4 Bb7!? 12.fxg7 Rg8 13.Qxh7 Nf6 14.Bb5+ 14...Ke7 15.Bg5 Bf4 16.Qh3! 16...Bxh1 17.Bxf4 Qxd4 18.Qg3! Ne4! 19.Qh4+ Qf6  20.g5 Qxg7! 21.0𢠢 [21.Nxe4 Bxe4 22.Bc7 can be parried (according to Ruslan) by 22...Qd4! and here White can force a draw by a rather unexpected 23.g6+ Kf8 24.Bd6+!? (24.Rd1! Qb4+ (24... Bd3!?)
