I like 1.e4 e6 2.d4 d5 3.Nc3 Bb4 4.e5 c5 5.a3 Bxc3+ 6.bxc3 Ne7 7.h4!? very much. My initial impression was, that 6...Qc7 7.h4 is a less good idea. Though it has not been played often, White has done very well.
It is probably underestimated yet. White must be willing to sacrifice one or two pawns, but with a lead in development and two bishops the gambit is sound.
As White has a hard time to prove a concrete advantage in the main lines too, I cannot think of any reason why 7.h4 should even be slightly inferior.
Uhlmann has only defended against White players who omitted Qg4, which is very possible after h2-h4-h5.
Whether to play Qg4 or not is one important decision to make; whether to allow the Black queen pawn grabbing another.

I'm a 2078 ELO player and i play Tarrasch against the French,and now i want to switch to 3.Nc3.I came up with 7.h4 in winawer and white scores 62% with it!!..,Famous players who played this variation include kasparov himself,Anand,Polgar,Shirov ,Morozevich etc,i think its a very sharp and interesting variation and mabe it will be someday the main line insted of 7.Qg4..famous games in this variation include kasparov-anand (draw),morozevich-pelletier(1-0),polgar-bareev(1-0) ,morozevich-shipov(1-0)..i'd like to know your openion about this variation
