I would say your best bet is the french, but you would have to like advanced structures:
1 e4 e6
2 d4 d5
-3 Nc3 Nf6 going for an advanced setup but there are some tricky sidelines you have to know
-3 Nd2 Nf6 same idea less sharp.
-3 e5 same idea again, but easier to implement as black, I would use this variation as a starting point.
-3 Others, get coffee and dont fall asleep, your opponent just gave up any chance of advantage Wink
  

If nothing else works, a total pig-headed unwillingness to look facts in the face will see us through.

How do the French and Caro-Kann compare to 1...e5 in terms of solidity (if Black goes for the solid lines)?
Is it actually possible to get a game similar to the QGD in style, i.e. a game where Black has both a sound pawn structure and reasonably safe king against a White player who wants to go for the sharp mainlines?

Is a player who wants to play "safe" best served with the French (maybe the Rubinstein?), 1..e5 (Spanish or Russian?), or the Caro-Kann (which 4th move?)?
