No name that I am aware of. Though you may find it listed under the french (1.e4 e6 2.Bc4), where it is one of the worst possible sidelines for white. In combination with b6 it may be a bit better for white, though it still looks plain bad.
If some lines of the English defenc scare you, you may consider going for it with 1..e6. This has the  advantage that many 2nd moves by white are not as good as against 1..b6 (2.Nf3, Bc4, f4 for example) and can be punished by playing 2..d5. Though in those cases you often wont play b6 (exception being 2.d3 where fianchettoing the c8-bishop is quite a good line.).
  

If nothing else works, a total pig-headed unwillingness to look facts in the face will see us through.

Ha ha : the mirrored London, but rather a bad idea, as you already intended to play e6 and d5, right ?

Hi,

I'm a  D class player.  I like to play the English Defense, but when white places bishops f4 or c4 I get in trouble.   I've gotten some help in another thread with the Bf4 scheme, but I'm hoping someone here can give me some direction on how to play as Black against 
1. e4 b6
2. Bc4

This got started in the wrong forum (Nimzo), so I thought it best to move it over here.
