I'm not sure I'm a strong enough player to assess this endgame but I have dabbled in the Chigorin and often gets this kind of position in other openings too, so here we go:

Black's pawn structure is very compact with few targets to attack for the white bishops.

Whites light squared bishop is "bad" because of the pawn at c4. If this pawn advances to c5 it will impede the dark squared bishop as well as being a target of attack.

Black's knight on f6 is quite stable, it will not be easy to chase away. As long as it remains on f6 the h7 pawn (and with it the entire pawn chain) is safe.

White cannot easily challenge Black's stand in the center. The f4 break would only result in giving White isolated doubled pawns.

So what is White going to do? Put a bishop on b2 pressurizing e5 perhaps, but this point is easily defended. White's position seams lifeless, so =+ looks like a fair assessment to me.

What do you endgame gurus say (Micawber?).

So the last game of chapter 2, raffael-morozevich goes:

1. d4 d5 2. c4 Nc6 3. Nf3 Bg4 4. cxd5 Bxf3 5. gxf3 Qxd5 6. e3 e5 7. Nc3 Bb4 8. Bd2 Bxc3 9. bxc3 Nf6 10. c4 Qd6 11. d5 Ne7 12. Qa4+ Nd7 13. Bb4 c5 14. dxc6 Qxd6 15. Qxc6 Nxc6 16. Ba3 o-o-o 17. o-o-o f5 18. Be2 Nf6 19. Kc2 Kc7 20. Kc3 g6 21. Rxd8 Rxd8 22. Rd1 Rxd1 23. Bxd1.

And then the comment is:

"The endgame is slightly more pleasant for Black, but with accurate play White will gain a draw."

Which was surprising to me, because I would think this was the type of ending white would aim for; i.e. one where he has a pure 2 bishops against 2 knights. I see that white has more pawn islands but I would think that having the bishops would mean more. What do you guys think?
