It weakens black's position no more than the 2...f5 !

Hi,
I would like to ask a question.In the Dutch Defense's book i saw a game where black played 9.....b6.In my opinion it weakens the c6 pawn.So it is correct to play that move?The game as below:
1.d4    e6
2.c4    f5
3.g3    Nf6
4.Bg2  c6
5.Nf3  d5
6.0-0  Bd6
7.b3   Qe7
8.c5  Bc7
9.Bf4  b6

Does it weakens black's position?
