In abstraction, I have no problem with asking for opinions on positions at move 3.  But Belka is basically asking us to play the game for him.  At the least, he's asking us to be his unpaid research assistants.  It may not be against 'the rules,' but it's surely unethical.

What I had to say in this regard in polite, friendly manner is following: using healthy mind it doesn't matter discussing positions on move 3.  Healthy mind!
And: it doesn't matter what a single person had to say about. What really matters is what tournament rules say! And they are changing again and again.
It's simple, very clear. That's why back to the drawing boards ...

Sounds fine but 3 things stand in the way:
    1. All threads in past are more or less pretty old.
    2. What I learnt in CC over decades is there isn't any true ECO system in the world. 
        Having a look on that I always observe more or less differences.
    3. I did a such search here and found only that:

First of all I don't think it's unethical to ask about 3...Be7 even if he posts the whole game played at the moment. It gives us an idea what is going on in his mind...

I tried two moves against 3.Nd2: 3...a6 and 3...Be7 in two corr. games. The first one is finished (3...a6) and I lost it; the second one 3...Be7 is still in progress but I am far from being satisfied with my position. 

In both games my opponents played an approach with Bd3 and then exchange on d5 and c5 which on the surface looks easy for Black, but if you look deeper does not offer any real counterchances (even if White is only very slightly better - I therefore lost the 3...a6 game, because I was pushing too hard with Black to create something).

During both games I would have been happy, if my opponents would have closed the centre with e5, thus giving me a kind of improved Advance French.

Yes, it is. And no, there isn't any relevance because just asking for recent opening theory on move 3, nothing else.
