They have enough other commitments, and Danailov came from Spain especially for this event.
The problem with fraud during the game is not Bulgarian patent. In Germany there are 2 such cases and even best national players can not understanding where is the key to the success of "the new geniuses"."

I think that everyone deserves a second chance after a number of years have passed.  Not a third, though.   

I just noticed this story from seven years ago; apparently there is already precedent for using a handheld metal detector like I had suggested:

Laws will vary from country to country, but this seems like by far the simplest solution.  In the event of suspicion, a game could be stopped while in progress and a metal detector run over the suspect.  It's not invasive like a strip search but should uncover any batteries, cables, receiver/transmitters, etc.

That's as much as an arbiter running a tournament in Bulgaria can impose on a visiting Russian. He's notified FIDE Ethics Commission and the Russian Chess Federation for them to consider further action. Under similar circumstances in England and Ireland, organisers have been reluctant to publish names.

Merely a tournament expulsion?  He's only 12, but I'd still think it warrants a ban of some length of time.

Not Ivanov this time, but a Russian youngster caught in Bulgaria with a position from his game on his mobile phone and expelled from the tournament.

I'm reading The Iron King by Maurice Druon, and I feel fairly certain how Ivanov would have been treated in the year 1314.  Using means prevalent then, it would be quite easy to elicit an explanation of the exact technique being used.

No, I don't think that they will be building their own oscillators to put in their own receivers and transmitters, etc.  They'll buy off-the-shelf components and piece them together in a unique way, but the frequencies they use will be the ones that are legally available for commercial use.

No, it's extremely cheap and easy.  The problem is that it's illegal to interfere with communications without a proper license in most countries.  You don't want people messing with emergency medical response transmissions, police communications, etc., do you?
