Personally I find that the purpose of the clock should be mainly restricted to setting a well defined amount of time for a complete game. How the players divide their time during the game should be up to them. 

Knowing that the average game lasts 38 moves (i didn't check but i trust Smyslov_Fan) then it is logical to not put the timecontrol before the average game duration as this would bring extra and unnecessary limitations in how people want to spend their time.

There is also a reason why not to put the first timecontrol too far from the average game duration. As mentioned in my blogarticle: http://schaken-brabo.blogspot.com/2012/04/deurne-wint-de-zilveren-toren.html, there are players which would just let their time run out without playing any extra moves.   Extra time should be given when it is clear that the game lasts longer in number of moves than the average gameduration.

The 38 move-pairs datum is interesting.  Its closeness to the common 40 move-pairs of the first segment seems like more than a mere coincidence.

I have no objection.
I want to know whether the time control might be better designed if the first segment covered a somewhat smaller or larger number of move-pairs than 40.

Aside from the idea that players are already used to the 40 move-pair size, is there any reason that 40 is better than 20 or 60?

If there is to be a change in time controls, it would probably be to consolidate all secondary time controls into one: G/60 with 1 minute (or perhaps even a 90 second) increment. 

But I see absolutely nothing wrong with the current time controls.

Exact details of moves and minutes vary slightly, but...
A common general design of time controls is illustrated by the following TC (A):


A.
40mov/ 80min +delay5secs; 30mov/ 60min +delay5secs repeating.



*** Request: Can some readers please take a crack at articulating exactly why the above TC A is better than the following TC B?
Or argue that TC B is better than A?

(aside from - "Players are more used to the above TC than to the following TC.")?:


B.
60mov/ 120min +delay5secs; 30mov/ 60min +delay5secs repeating.



Terminology: The first segment in TC B is "fatter" than is the first segment in TC A.

The comparison between TC's A & B make natural the question of whether the following TC C has its own pros and cons, compared to TC A?:


C.
20mov/ 40min +delay5secs; 30mov/ 60min +delay5secs repeating.
