Instead of rehashing things here, I recommend you read over some of our other threads.  The Classical Dutch has been discussed quite a bit here over the years, and these threads present a pretty up-to-date look at theory:

Hi Guys:
I'm older than you Smiley But the gist of the question was whether you could recommend anything for White in this approximate A91 setup: either specific lines/games/ideas to look at or resources to review. Problem is that I encounter the Dutch so rarely that I've never bothered to book up on it.
I got absolutely nothing in this high-level ICCF game.

I'm confused; maybe that was a copy/paste error?  The moves you gave were an Anti-Meran Semi-Slav, which has nothing to do with the Dutch.
