If you are sure your opponent will go for the Sämisch, you could choose the "Modern" move order, delaying Nf6 and maybe playing an early f5. Many Sämisch players are not happy to play against this positions.
  
Yusupov once said that “The problem with the Dutch Defence is that later in many positions the best move would be ...f5-f7” but he is surely wrong.

c6, a6 before castling.

Gallagher recommends c5; Martin on his dvd seems to recommend the accelerated Panno, Nc6 before you castle, he does not like c5 as much.  he also like the double fianchetto b6 with the idea of delaying castleling and frustrating white.  i'm sure there are other good ideas out there also.

9.Rc1!? is another idea that has gained a lot in popularity in the last four years under the patronage of some top players, but in my opinion Black should not be any worse with best play. 

The idea of 9.Rc1 is to temporarily prevent ...b5 in view of cb5 ab5 Nb5. Afaik, Black can either renew this "threat" with 9...Bd7 or switch plans completely with 9...e5. Even 9...Re8!? to prepare e5 is a possibility.

However, I don't really trust 9...e6 with the idea of ...d5, since ...d5 can always be met by e5, cd5 and f4, when Black's position contains no active prospects.

"Refuted" is a strong word, but the Panno does seem to be under pressure.

1.d4 Nf6 2.c4 g6 3.Nc3 Bg7 4.e4 d6 5.f3 0-0 6.Be3 Nc6 7.Qd2 a6 8.Nge2 Rb8 9.h4 h5

The problem is not 10.0-0-0 b5 11.Bh6, since 11..e5 right away is thought to be a better continuation for Black than 11..Bxh6 12.Qxh6 e5.  

Critical appears to be 10.Nc1 e5 11.d5 Nd4 12.Nb3 c5 13.dxc6 bxc6 14.Nxd4 exd4 15.Bxd4 Re8 16.Be2 (I agree that 16.Rd1 is also interesting) 16..d5 17.e5!

The Panno isn't refuted yet - but the 9.h4 h5 10.0-0-0 b5 11.Bh6 Bh6 12.Qh6 e5 13.de5! variation comes pretty close to it. At the very least, a well prepared player can score easy, successive victories, given that Black players usually do not know how to meet this move.

After studying/analyzing several line in Saemisch Panno, I found that current status in this line is uncomfortable for Black.

1.d4 Nf6 2.c4 g6 3.Nc3 Bg7 4.e4 d6 5.f3 0-0 6.Be3 Nc6 7.Qd2 a6 8.Nge2 Rb8 and

1) 9.h4 h5 10.Nc1 e5 11.d5 Nd4 12.Nb3 c5 13.dxc6 bxc6 14.Nxd4 exd4 15.Bxd4 Re8 16.Rd1!

  This Levitt's novelty is very strong and seems Black is a pawn down without counter play.

2) 9.Rb1 b5 10.cxb5 axb5 11.b4 e5 12.d5 Ne7 13.Ng3 Bd7 14.Bd3! c6 15.dxc6 Bxc6 16.0-0 d5 17.Bc5 d4 18.Nce2 Nd7 19.Bd6 Rc8 20.f4 f6? 21.a4+-

  Dreev's ieda of 14.Bd3 is quite effective.
  Hazai claim that 20...exf4 21.Qxf4 f5! 22.exf5 Ne5! 23.Bxe5 Qd5 24.Be4 Qxe5 is unclear, but I think 22.Qg5 Rf6 (22... Bf6 23.Qd2) 23.e5 Rxd6 24.exd6 Nd5 25.Qxd8+ Rxd8 26.Rfc1 Ne5 27.Bxf5! gxf5 28.Nxf5 is clearly better for White.

  So my question is: Is Saemish Panno still playable? And are there any effective line against these plans?
