The Tarrasch with Ngf3 and Bd3 is often called Universal System, though I would like to name it Kortsjnoj Variation, who played it a few times.
Eg 1.e4 e6 2.d4 d5 3.Nd2 c5 4.Ngf3 Nf6 5.e5 Nfd7 6.c3 Nc6 7.Bd3. It's obviously called Universal System because White can choose it against virtually every third move by Black. I can not say that there is an universal system against the French. Everything depends on your personal style and preferences.
Many players use only Advanced variation - for example Kupreichik and Sveshnikov. Other players use only 3.Nd2 (like Karpov for example) and third group of players use 3.Nc3.
If you look for a system that you can play without much work then maybe exchange variation is for you. But there it will be very difficult to fight for an advantage. The other easy to play system is Advanced - you simply have standard moves, which you can play in less than a minute.

this might be a stupid question, but what is the Universal system used against the french?  from what i understand on the update, it is a Tarrasch with the natural looking moves Nf3, e5, and Bd3.  btw what makes it so dangerous for black?  i am not a suscriber yet, but i might sign up eventually.  thanks in advance.
